p The Palmer Twp. Board of Supervisors approved a contract with architectural and engineering services for the proposed salt storage building Monday./pp The building is expected to house salt for an entire winter./pp The funds -- $7,910 -- will come from the 2012 liquid funds budget, not the general township funds./pp Currently any extra salt is stored in bins behind the current salt building. The setup is difficult for the township when snowstorms occur back to back./pp The new building will be 50 feet by 72 feet and will hold 1,700 tons of salt. The truck will be able to bring around 24 tons of salt at a time./pp Usually a winter requires an average 1,500 tons of salt for the roads./pp The larger storage building will help with budgeting, allowing the township to purchase the salt in bulk. p Are they teens guilty of reckless driving, or a rash of armed robberies? Schuylkill Co. police have two men in custody who they hope will help answer a lot of questions./pp Jose Nunez and Tysheed Hargrove, both 18-years-old, were arrested Sunday night after the two led officers on a high speed chase, police said. A stolen handgun was also found inside the car./pp But could those charges be the tip of the criminal iceberg?/pp The question both Schuylkill and Carbon County cops have is whether Nunez of Hazelton, Luzerne County, and Hargrove, address unknown, are gun-toting armed robbers./pp It's a question Kathy Nicholls has too./pp "We're significantly affected by these robberies. Our cashiers and customers are all scared," she said./pp Nicholls showed us security video of the Saturday night robbery of her Tamaqua, Schuylkill Co., convenience store. Clearly visible is a man wearing a blue bandana, black hoodie and green jacket who walks in, pulls a gun and demands money from the unsuspecting store clerk./pp "We are just really nervous they are going to keep coming back," Nicholls went on to say./pp Nicholls says on January 20 the same store was robbed. p tomorrow so there you go but a little bit of snow it's a little bit yellow bucket too worried about it snow lovers one a big storm this will be one of the not today you'll notice that the breeze starts to pick up there is a little breeze here and there like yesterday morning but not too bad the window pick up about 10 to 20 miles an hour later this morning enter the afternoon so I think that will be noticeable across Eastern Pennsylvania West New Jersey were in the 30s everywhere you go not too bad were all clear ice moonlit sky up there once again New York today mostly sunny breezy and we had 50 and Philly hit 52? mostly sunny skies and that breeze will be picking up over the next few hours as far as the satellite and the radar you can see here again like yesterday weather was not a whole lot going on more starting to see some evidence here of this snow ice and rain in the plane stasis system will continue to track off toward the E. p It sounded like a great deal. Bethlehem Township leaders thought they would save money by buying their streets lights from PPL, then shopping around for a better deal on electricity./pp A company promised to help them do it, but prosecutors say the company took taxpayers' money -- more than $800,000 of it -- and ran./pp "The expectation was that within 18 months -- from July 2nd of 2007 -- Bethlehem Township would own its lights, and thereafter, would be receiving better pricing on its electric," said Northampton Co. District Attorney John Morganelli./pp Instead, a grand jury found that Municipal Energy Managers, based outside Scranton, did almost no work./pp What directors P.J. McLaine and Robert Kearns were busy with was writing themselves checks, according to the grand jury report./pp Bank records allegedly found more than $366,000 in checks written out to Kearns, and checks to McLaine totalling more than $600,000. Morganelli said it appears the money was used for personal expenses, including a trip to Disney World./pp Both are now charged with criminal conspiracy and two related charges./pp "When Mr. Kearns was asked about what this check was for at his civil deposition he said he could not recall what the money was for," said Morganelli. "When Mr. McLaine was asked at his civil deposition as to what the money was for, he couldn't recall what it was for either."/pp This isn't the first time McLaine has caught cops' attention. Last July, he admitted in federal court to offering hundreds of thousands of dollars in bribes to a Lackawanna County commissioner on trial for corruption./pp That commissioner was sentenced to 11 years in prison last week. McLaine was offered immunity in exchange for his testimony./pp Back in the Lehigh Valley, Morganelli said McLaine and Kearns also lied about how much it would cost to to buy the street lights. They allegedly charged Bethlehem Township $832,000, but PPL later said the purchase would only cost $271,000./pp "It appears that the price was well overstated by MEM as to what the cost to the township should have been for this job," said Morganelli./pp Bethlehem Township borrowed more than a million dollars to pay for the street lights project -- money it's still paying back with interest. So why did they hand over all that money up front?/pp The township's finance director told the grand jury they wanted to get the project off the ground right away./pp Monday, the township adminsitrator referred all questions to their attorney./pp Bethlehem Township also filed a civil suit against MEM's directors in 2010. That case is still pending. Both defendants are scheduled to be arraigned Tuesday.
